Central Executive Committee. But the Central Executive

Committee alone consists of 36 members and 18 expectant

members. And as it has been found in actual practice

very difficult to keep such a large number of delegates

in one place, it has therefore been provided in the

rules of the party that the Central Executive Committee

should come together at certain definite periods each year to solve all important questions. At the 1st Meeting of the Central Executive Committee in the 2nd

Session in January last year, for convenience in

transaction business, a number of comrades were appointed

by election to form a Secretariat and a number to form

a Political Council to be responsible as the highest

controlling body before and after any Session of the

Central Executive Committee. The Secretariat is

responsible for the routine affairs of the Party and the

Political Council for political and military work. The

highest executive authority reposes in the hands of the se two bodies. Constitutionally the highest authority is

invested in the All-China representative Conference, it But before and after the Session of the Conference, it

shall be in the hands of the Central Executive Committee,

and before and after the Session of the Central Executive

Committee, it shall be exercised by the Secretariat and

the Political Council.

All these were the original arrangements. But

at the 2nd. General Meeting of the Central Executive Committee it was resolved that for the improvement of the work of the Party and to meet the requirements of the situation amendments should be made to the General Rules

so as to empower the Committee to appoint a regular Head to the Secretariat for a term from the close of one Session
